Reverse Discrimination? (Re: Arizona Senate passes gay discrimination law)

Isn't it possible that gay rights laws might give rise to reverse discrimination, i.e., prosecuting someone because that person did not accomodate a gay person for any reason?

There is precedent for this. Remember the Bakke case in the 1970's?
