"My mother's Civic and her previous Accord windows work without the key in place, much less on, as they should."

First of all, we're specifically talking about the 2005 Honda Civic Hybrid, because of your idiotic claim, and not about any other specific car.

Second of all, "as they should"? Why "should" the windows work without the key in place? And what years are these two cars?

Third of all, as Spider-Pig noted, --> """ You said "without turning over." Turning over means starting the engine. """ <--

It's quite clear that you are wrong, were wrong, and pretty much almost always are wrong. A normal, decent, intelligent, person, would have checked his owner's manual before making a bold claim about what his car can't do. And if not intelligent, a still normal, decent, person would have immediately apologized after learning that he was wrong about what his own car can and can't do. But since you are seemingly neither normal, decent, nor intelligent, you have not checked your owner's manual and you have not yet admitted you were wrong and apologized.

"This is about traffic stops, remember? Can't muck with a key then."

First of all, yes you can. Second of all, no, this is not about traffic stops. This is about your claim that your car will not move its windows without the engine running and your implied claim that this is a problem with many other cars as well.
