The TCC yard is a borough away. Unless they're on private property abutting the yard awaiting delivery to Jackson Heights. |

It only deepens them mystery. PBL buses at that time were given to them by the NYCDOT. Perhaps the MTA allowed them to be there until the "acceptance testing" was successfully completed and then sent to Jackson Heights. |
