Northern nabes in Brooklyn (which was the original City of Brooklyn) use almost exclusively NAMES in their street grid system.

Because that part of Brooklyn was developed before the numeric and alpha grid for the City was laid out in 1811. The only numbered streets before 1811 were the North and South Streets in Williamsburg.

Also, nabes that were developed after most of Brooklyn was already developed, like Canarsie, Mill Basin and Marine Park had to use a numbered system since the Ciy of New York ran out of appropriate names to assign to these 'newer' neighborhoods.

What are you talking about? No one ran out of names. They were developed after 1811 except for a small portion of Old Canarsie.
