If you have a vehicle with storage capacity you can do it, carrying large sets of batteries is not always practical, so in many cases sending the power back to the supply network, or in some cases picking up part of an HEP load works. It is a natural extension of dynamic braking which has been around for quite some time. The new ACS-64 on the NEC send power back, hybrid cars like the Prius or C-Max capture and store.
