So you want the European model of city planning (or at least, their outcome whether they planned for it or not) where the inner city is composed of extremely expensive condos, apartments, and town houses, surrounded by toruses of middle and lower income neighborhoods, before the rural area begins. Paris has St. Denis, Berlin has Rudow/Schönefeld, and so on. Effectively they force the lower income residents with jobs near the city center to pay a tax in time spent commuting on a daily basis. But none of these cities have your bass-ackward ideas regarding public transit being a government "bailout", so they're not saddling those lower income people with onerous fares.

Never mind that a profitable transit network would have an economic impact far greater than what little money we save on subsidies to local transit and highway authorities. We may spend billions on highways and transit systems, but demanding all transportation turn a profit could result in hundreds of billions of dollars in reduced economic activity.
