One theory about the delay that I had seen was that the delays are in fact on SEPTA's side; the theory is that SEPTA is delaying the deliveries until the TWU labor issues are resolved. It's aggravating, but I can see the logic in that it would be rather embarrassing for SEPTA to begin accepting buses, only to have to stop accepting the new buses because employees at the Germantown shops (where new buses are accepted and equipped) went on strike. |
