If the hybrid-electrics were a failure, the all-electric bus sounds like an even bigger disaster.

The hybrid disadvantage is due to having to maintain two propulsion systems. Maintenance costs far outweigh fuel costs. Fuel costs have to be reduced below the added maintenance costs to break even.

A single propulsion system would reduce maintenance costs. In theory a pure electric propulsion should have less maintenance costs than a diesel because of its lower duty cycle and fewer parts. So far electric energy storage costs has exceeded any any maintenance savings.
