Expected operating-cost-per mile of an electric bus is $0.20 to $0.30, compared to $1.30 per mile on an equivalent diesel or natural-gas powered bus in New York.

Reality check.

Average per revenue-mile costs for buses nationwide is: $10.50. NYCT's operating cost is: $26.30 in 2012 according to the National Transportation Database.

They may mean only fuel cost. A bus gets about 2 mpg. So the operating cost would be around 2 mi/gal x $1.30 $/mile = $2.60/gal. That's about right, considering fleet mileage is slightly better than 2 mpg and NYCT gets its diesel fuel wholesale and may not pay state taxes.
