I think you're very much on point regarding regional transit links connecting the various boroughs. Some places, like Seattle, have made great strides in improving regional links. I think such can be done to better link the Bronx with Queens, and Queens with Brooklyn. For example, I think the Q44 would fulfill its regional nature better by terminating at Fordham Plaza instead of West Farms Square, and much more could be done to link the Jamaica, Howard Beach, and East New York areas. Perhaps express-type bus routes could quickly connect just a small number of major transit hubs or subway stations. Part of the reason for all of this, I think, is the history where the BMT, Surface Transit, and various private companies in Queens each had a relatively confined service area, and regional links simply never developed to any significant extent (other than the subway lines).

But all that said, I do not see LaGuardia airport as a regional transit hub. It is not the focus of the transit system, nor should it be. LaGuardia Airport is merely a regional transportation facility that should be linked to the regional transportation network. For that reason I don't think the Q70 should be expanded beyond its present purpose.
