The B103 problems to me are on the City of New York...they messed up something that wasn't broken---and will now require construction and rewiring to undo---by preventing 4th Avenue from being able to access Flatbush Avenue directly.

I like the Q41 proposal, but I would have done it a little differently, as such

* To Jamaica, via Rockaway Boulevard, continue past 109 Avenue, left on Linden Boulevard, left on Hawtree Creek Road, left on 128 Street, past 109 Avenue, and the proposed route.
* To Howard Beach: via Atlantic Avenue, left on 130 Street (a 2-way street), right on 101 Avenue, left om 129 Street, continue onto Hawtree Creek Road (a minor one-block direction reversal would be required with a traffic light at the 6-way intersection of 111 Avenue/126 Street/Hawtree Creek Road), right on Linden Boulevard, right on Rockaway Boulevard, past 109 Avenue, and then the proposed route.

Too many people are affected going south for this plan to work as I see it---in addition, by placing the Q41 on Linden Boulevard instead of 109 Avenue, there is better access to the supermarket by Linden Boulevard.

This would also provide a better spacing between the Q41 and the Q112, more even route coverage with the Q9, and have the Q41 provide service to Aqueduct and the Home Depot. There would also be a lot fewer turns needed, and travel time would go down because there is more time spent on a 4-lane road, with fewer turns.
