Because then men could still see the women as they boarded at the front of the bus. In the case of public transit, in order for this to "work" in the view of this type of community, it has to be a front/back split. On buses in Israel where this practice exists, women board at the back (generally) and send a child up to pay the driver if need be, and a punch is chained to a standee pole at the rear door at the back of the bus so they can punch their own tickets. It is unclear what will happen when the paper tickets are discontinued in a few weeks, since no smart card readers will be installed at the back of the bus.
