Forget service to NJ that's unnecessary.

You've identified the problem with Staten Island transit- everything is tied to the ferry. Break that tie, you may be able to make some improvements.

Ps- going from 30 minute headways to 20 minute headways is an increase in frequency, not a decrease...it's an increase in service. I knew what you meant in any case, but some may not notice.
