Richmond Road already has two lines operating along most of its length (weekdays), the 74 and the 76. These are each supplemented by a limited (84, 86, outbound only) during the PM Peak.

The mall has direct access daily from Victory Blvd, Richmond Ave, and Hylan Blvd buses, as well as the 44 whch runs between Forest and Richmond Terrace. From the south shore, there is direct weekday-only access via the 55 and 56, but it's clear from that service that there's really no ridership base for service outside of weekdays, and I'm quite surprised that these routes run all day, rather than just at their peak hours (6-9am and 2-5pm)

Having to transfer once is not a deterrent to local bus ridership. You're not going to get the people who don't currently take the bus to the mall to do so by eliminating the need to transfer.

Every route on Staten Island offers a transfer to a route that serves the mall.

Just like I used to tell people about highways, you don't need an interstate route between every destination pair. They don't all need it, and it's a waste of resources to provide it.
