Which one is true from "daimlerbuses" response:Post# 229869: "A RFP is not exactly considered a competitive bid, because price is never the single overriding factor and only plays a small role in evaluating proposals. The MTA board document might imply such a thing, but it is not the case." or Post #226935: "It still is competitive bidding, except in a RFP price is not the single overriding factor, there are other things that are considered such as delivery time, warranty, meeting specifications, etc." Your choice.... |
