For no. 1, my take is the S74 and S78, and the SIR, were the alternatives for the S51 at night. It seemed like the MTA wanted to provide Father Capodanno Boulevard service at night but didn't want to give too much overnight service to Grant City, so they simply cut it back to Kiswick Street, which is in walking distance from Hylan Boulevard.

For no. 2, I can't find any info saying when the West Shore Plaza opened, but if it had opened in the early 1990s, buses probably did not serve it until later on in the decade. As a matter of fact, the next bus map I have is March of 1998 which shows S46s serving the Teleport and regular service to West Shore Plaza, therefore removing the S62 permanently from the Teleport.
