He IS being lenient. All of the operators know the protocol and the last thing that anyone needs is a call saying that a driver flagged a passenger because a "Not In Service" sign was not displayed. Any bus without a Not In Service or Training Bus sign is considered by most passengers to be in service. They cannot tell the difference. |
